Cambodia Rural Sanitation Development Impact Bond

Access to finance  |  Rural sanitation in Cambodia

The Cambodia Rural Sanitation DIB is the world’s first Development Impact Bond for sanitation.

A partnership between the Stone Family Foundation, iDE and USAID, the DIB will use results-based finance to help eradicate open defecation in six provinces and accelerate the Cambodian government’s efforts to achieve universal sanitation.

The Stone Family Foundation will provide the upfront investment for the third phase of iDE’s Sanitation Marketing Scale Up programme. USAID will provide up to $10m in outcomes funding to the Foundation, but only where results (open defecation-free villages) are achieved.

The DIB marks the Foundation’s transition from a grant funder to impact investor, having previously been a key supporter and funder of the first two phases of iDE’s programme.

The outcomes focus of the DIB provides flexibility for iDE to evolve its programme in a complex and constantly changing market—especially important as iDE tests new strategies for reaching the poorest and most vulnerable households.
